This probably sounds dumb (im really dumb) but if we had less gravity on earth or the layer outside earth that keeps air and stuff in (Im norwegian and no i dont even english bro) was thiner would we be able to jump really high and just float back down?

It depends.
If you are saying that if, from this moment in time, Earth's gravity decreased, we would be able to jump higher, and landing would be softer.
However, if you are saying that Earth's gravity was at a decreased level from the formation of the planet, this would not happen.
We would have evolved with less muscle density, so our jumps would be less high, and our landings would be harder.
Atmosphere [the word for the 'barrier' around the Earth] doesn't affect gravity, gravity affects the amount of atmosphere a planet has.
If Earth had less density we would have less gravity, and less atmosphere. Less atmosphere would probably lead to the extinction of all life on this planet, like Mars.
