Where can i buy a PS4 for a good price either it be online or a certain store? Preferably in USA.

I would recommend checking out some small gamestores that run in your town / state. I have a store, that is only ran in my state, and they sell PS4s pretty cheap when used, and deals when buying new. If you don't have any, try eBay, ect.

I've been trying to get ahold of one on craigslist but everyone is trying to sell there PS4's for more then retail price due to having alot of games and stuff.

Most of the time you can find a good deal on craigslist or Facebook if you are part of a yard sale or barter page

You could probably get a good deal on eBay.
