You want to stream movies and play games online without internet? Lol.
You can play games and stuff OFFLINE without a connection yes, but to communicate with friends stream movies etc you need an internet connection.

Did i say i wanted to play online or stream movies?

Im selling my xbox to someone in my family , They want it to play games offline , And to use it as a DVD player (Using discs not online)

So im making sure it can be used for that.

Yes the Xbox One can read Blu-ray DVD's I believe and you can play games offline like GTA, COD Etc but you can't play Multiplayer. For example your 'Family' member can't talk to people over the xbox. Honestly he's better off with a Xbox 360 if he is just playing offline and you could make more profit from the Xbox One

Well i wasent sure what to do with it , Going to uni in a few months and im not taking my TV to uni with me , So was either thinking of selling it , Or the other option was just leaving it at home , But my sister said she wanted one , For her and her kids to play games and watch movies on.

Im selling it for cheaper than normal price (Its alot easier than going through the hassle of doing it online) and she doesen have to pay me for a few months till i get to uni so its easier for both of us doing it this way.

Just wanted to make sure its possible.
