To download just follow these steps.

1. restarted your game
2.Go to store
3. Select Naval Strike DLC
4. Download

The reason the release took a little longer than usual was due to Shortcut packs being brought into the game.

EDIT: I just checked PSN and it isn't out yet. FYI but I can't say that it isnt out for Live because I dont have Live to check

yeah I'm on Xbox live . It's been released for Xbox 360 and Xbox one. Just finished the download.
