Yes. You can not drag a .dat file into horizon because Horizon does not support those. So you have to read the instructions again and get another game save (not the one you are going to make the map) then extract the savegame.dat file provided in the download with the savegame.dat inside of the game save that you are using. From there you can replace the game save's (the one you are trying to change to make the map with the gamesave) savegame.dat with the one that you are not making the map.

If this confuses you then read the instructions again.
