No they are all wrong don't listen to them... My weapons and armor are legendary and sometimes I can upgrade them even more, it all depends if you have the correct enchantments and use a potion to raise blacksmithing... So yeah you can upgrade them even if they are legendary, it will just raise the damage / armor rating... Check if you have all the materials because that is what it is saying you are missing... :facepalm:

Legendary is the highest but legendary has no true stop. IF you get a necklace, gauntlets, boots, ring, etc with smithing and even a potion you can increase. So without help say legendary is 80 damage, use the things above get it to be 174, still legendary.

Not a glitch the other person doesn't have a for sure know-so to say that.

Also about the perk you mentioned the sword is enchanted I suppose. There is a perk to allow you to upgrade enchanted items.
