My friend wants to play minecraft with me but my ip keeps changing and we dont want to use HAMATCHI

If someone could help me it would be very appreciated

Uh, it shouldn't change, it's not your internal ip you want to connect to, it's the external.

For the "Network Connections" Part; go too "Network and Sharing Center"; look for the name of your network under the Internet logo and click on it.

If you are on about your intetnet connection IP and not a local machine's IP only your ISP can issue a static IP.
if you want one of them ul need to call your provider and ask for one which usualy costs money

To avoid hassle and sometimes costs of switching to a static IP just use hamachi. It isn't rocket science and is easier in my opinion than port forwarding. What's the big deal with installing a program anyways?

Yes, but first make sure minecraft is port forwarded, meaning, that it allows outside computers to access your server.
