does anyone know where i can buy a cheap dev kit and they would need to be trustworthy?

you wont be getting one cheap
just get a Jtag they can do most things a devkit can.

pretty much unless you are a dev you dont need a devkit

a jtag cant do anything close to a dev kit a jtag lets u write ur own patch for a game a dev kit gives u the privaliges of a developer such as early releases and preloaded accounts etc.
