can someone tell me how to give people admin and moderator on my server using permissions will plus rep

If you don't have permissions plus:
You have to go into plugins>permissions>world>users.yml and change the group of the player, if they are not on there get them to join the game to it creates the profile on it.
Once you have done the above go in game and type /permissions -reload all (If that doesn't work do /permissions -reloadall)
If you are using permissions plus:
In game type /groupset playername group (world) <---- World is in brackets because it is optional, it will automatically apply it to the world the player is in. When using it do not use brackets.
