The skin probably just didn't load in so it was default skin ( as it was a default skin ) then his skin actually loaded.

It happened to me quite a few times today. Seems like it's just a bug where the skin doesn't load. What I have had happen is that I shoot at them (with no skin on), it hits them, it doesn't show any damage being done and they switch back to the skin they actually have; I don't know if the damage doesn't happen because of that bug.

Yeah that is very weird. I noticed it and dont think the damage counted maybe i am wrong. I dont know

I've had this happen only at further distances but as said above it was the skin loading in and updating itself, didn't affect the game-play what so ever they where still shit. LOL

I've had this happen when looking through a bolt they were defaults till they got a little closer.
I feel its just a bug they will fix
