There's no fix to it without a computer sadly, as you need to download the DLC, but you can try download it from xbox & unlock it on your console, but if this don't work no alternative.

download it on your retail and move it to a usb and then move it to your rgh/jtag

Simple fix to this is make sure you download the update on an account that has REAL gold NOT spoofed. I know this works for a fact because I tried the horizon method and could never get it working a year later a friend of mine told me this trick and it worked I ended up having to deal with the Nuketown download loop for over a year another method which is the method I used during that year is have a friend invite you and it should bypass.

I actually have a dual nand so it'll basically be on the rgh regardless

Using teapot? I had same problem fixed it using a PC. I was told you can also fix it by just downloading nuketown 5+ times and it works for some reason. Can't vouch as I didn't try it but worth a try

If you have a retail then download the Nuketown 2025 off there and transfer via USB. Should help and let me know
