The title says it all, would both work out the same? should I get a rgh or rgh2 with modding.

Lets keep it simple, they all do the same thing (not technically speaking):
RGH 1: The Original RGH, generally faster boot times then RGH 2, done on phat consoles or old slims, dash 14699 or lower.
(RGH 1.2) 3rd RGH method, phat only because it uses PLL rather than i2c combines the boots time of a RGH1 with the method of the RGH 2 (the preferred phat RGH method if latest dash)
RGH2 : The 2nd RGH to come around, used mostly for slims consoles (phats inc) above dash 14699 some debate its the slowest of all of the methods...

Whats the highest dash you can go to and still be able to RGH2

Wiring and timing files are different. Due to the CB change when the Trinity came out other then that Abyss is correct Coronas are different also as the newer models came out a lot of changes were made to be able to Rgh the consoles
