So I am in the market for a PC, I posted a few months ago, but I had some personal issues come up that required the money! I'm back again and I know how fast PC parts can change, so I need a PC for the following things!

Streaming
Heavy video game development (multiple CPU intense programs open at once)
Streaming while doing VG development
Playing Video games on MAX settings (or medium while streaming)
Not having it sound like a JET (my current PC makes 0 sounds)

Current budget is $1500-$1800

I literally just need the PC, nothing else with it!

I WOULD HIGHLY PREFER A INTEL BASED PC!!! Every AMD PC I have had, shit the bed MULTIPLE TIMES!

Made a topic a month ago, someone helped. No need for another, wait for coffee lake to drop if you really want Intel.

1. PC was AMD even told the man who helped me I didn't want AMD.

2. I blew my transmission in my car and didn't have the money to buy a PC a month ago.

You didn't say it until after he posted the build. AMD suits your needs better, and don't be stuck to one side because of previous experiences. I use it daily and it is better than Intel in most cases let alone gaming and SCP AND QCP.

Wait for coffee lake to drop, and new stuff MIGHT suit you better if the prices are alright for a consumer.

An AMD system is hands down the best option for your needs though. Intel doesn't even come close. Coffee Lake is unlikely to even match Ryzen's performance in streaming and content creation. You will see no benefit with a more expensive Intel CPU, especially since you have 1080p 60Hz monitors, so even in games, you'll not notice much difference(if any) between Ryzen and an i5/i7.

Since apparently people think Intel is better for OP's needs?

Ryzen 7 is clearly the better performing CPU for streaming, which OP intends to do. We also know R7 with more cores is going to absolutely perform better than an i7 in content creation. You'd want at least an i7-7820x to match Ryzen multicore performance, and that will cost $300 more for the CPU alone, and then an X299 motherboard will set you back an extra $100+.

As for gaming, OP has 2 x 1080p 60Hz monitors, where he'll notice minimal difference, if any in games between R7 and i7. High refresh rate gaming is where the i7 is the obvious choice.

You get a nice new 4k monitor and a nice system for your needs. If you drop the 4k monitor, drop the GTX 1070 to a 6GB GTX 1060 since that would be more than adequate for your 1080p monitors(which you already know).

You need to drop the 4k monitor if you really want to go Intel;

keep in mind though, the 7820x is less efficient than Ryzen 7 so will use more power, run hotter and your system will likely be louder as a result. Oh, and it costs an extra $500+ to go from Ryzen 7 1700 to an i7-7820x.

This is build number 2... Drop the CPU to a 1700 and up the GPU to a 1080 Ti

Drop the 1800x to an R7 1700. The 1800x isn't worth the premium. Overclock a 1700 to 4GHz and you've got yourself an 1800x for $125 less, plus the 1700 comes with a decent stock cooler so you can drop the MSI cooler. That motherboard is fine, actually cheaper than it was last time I checked so that motherboard is good.

That SSD is trash, you can get a 275GB MX300 for the same price, which is a much better SSD, or a 250GB 850 EVO for $8 more.

I'd swap the Define R5 for a Meshify C, or Define C TG. Also, you don't need an 850W PSU, 750W is more than enough for even SLI GTX 1080s and you can get a good 750W PSU for $75-85 easily, or a great 750W PSU for $100ish.

RAM is a little over priced, but it's not too bad and if you want RGB RAM, then it's priced pretty good.

Lastly, GTX 1080, as you know, total waste for your current monitors. Not only can you easily get a GTX 1080 closer to $500, but even a $280 GTX 1060 is perfectly adequate for the monitors you have now.

1700 is more then sufficient, for what you need. Was going to explain this in PM but didn't feel like it. Do as 13 said and PC to 4GHz or 4.1GHZ and match the performance for half the price.

The cooler, is well overkill for this processor, but will keeps temps fair. Used it for a while before adding my loop.

Honestly, the storage is just preference others will say different. I've had good uses from Hitachi HDD's, and WD SSD's

EDIT: added the ultrawide, you can keep your current two, it is just nice to have a little more room, with a near perfect sRGB color accurate, panel
