Hi ,
I Have been experiencing alot of performance issues with my PC the past few months especially while gaming,the PC overall is super slow even just opening applications and what not , CPU running around 95% While playing games like PUBG , i know the game is CPU Intensive but is this Normal ???
I Dont have money to upgrade ATM , is there anything i can try to help boost the performance of the PC ??I Have tried a fresh installation of windows and its still super slow.

You pretty much just answered your own question.
Get a SSD and your slow problems will be gone.

even the opening and closing of applications will this be solved by a SSD ??

Yes buy an SSD at least 256Gb or bigger. Then do a fresh install of Windows 10 on it. Most of your problems should be gone.
