If you send someone money through Friends And Family and that person scams you, is it possible to get a refund or report that person and get your money back?

There's a very very slim chance that you'll be able to get your money back. There is no seller/buyer protection when it comes to sending payments as family and friends so you should always send as goods and services unless the seller is trusted. If you paid using your bank, you could call them up and report the payment unauthorized and that may help, but if you go directly through PayPal there's a big chance you won't get your money back since again, they don't offer protection on payments sent as family and friends.

Very slim chances of being able to get that money refunded. I've read that you could call your bank and say that the transaction was an "unauthorized payment" but I've read that this could be taken as "fraud", I don't know how true that is.

Very little people (outside of a legitimate business) send their money as Goods & Services; if it's for things such as a modded account, or a recovery, or anything of that sort; people will ask you to send it as Friends & Family to avoid chargebacks. Both sides, seller and buyer, will be trying to avoid a scam and will do the necessary measures to avoid being scammed.
