My HDD is 20gb but when I go on XeX menu it says 13.6gb how do I get the other 6.4gb?

The 6.4 GB is reserved space for the Xbox to run, if I'm not mistaken. You're better off getting a larger sized HDD, a 60GB-120GB will do.

Personally I have a 500GB external hdd does just fine for me.

You should really purchase another HDD and install that to your console trust me it saves you ALOT! when I purchased I got very little also, after installing a few games it was all gone, they're easy to install also.
