If you look above a little and see the post from Sean that also had my reply in it to another user, you can decide if you think that's a good idea for you. I literally have money to blow and I wouldn't want this shit happening.

I signed up for this of course to be in with others. This is a scary spot to be in, I don't want my ISP to slow down because of this crap. Don't my ISP slow down my connection to websites that can't afford high rates for high speed! [ Register or Signin to view external links. ]

I'm very unaware of the finer details of what's happening but will this take affect on a global scale or just in the US?

It's in the US only, but it opens the doors globally. As Sean posted, Netflix, Twitch, YouTube, ect would hurt the most and that's because of servers in the US. Sure, there are servers elsewhere but those will eventually start taking in way too much server load, which in turn slows down the internet for those sites in other countries. In a way out there scenario, ISPs that benefit from this passing can also hold people from another country "hostage" by threatening to cut support completely to a certain site servers. So let's say Amazon's cloud server suddenly gets throttled because they didn't want to pay some stupid price to ISPs, to allow users to access their site; that ISP could completely cut traffic from that site or make speeds so damn slow that loading in will almost be out of question. If someone in a different country unfortunately has their info on that one server, they're shit out of luck trying to get that when they need it.
