So this was built for a friend of mine he might want to over clock it

He's got a monitor same as mine Asus 24" 1080p

Would be just using it to game on any advice about the build he got made ?

No hard drive, 212 is trash and a bare improvement over most coolers, mouse is over priced.

Budget?
Aesthetics?
What games/programs will you be playing/using?
Will you be overclocking?
What all do you need? (monitor, keyboard, mouse, headphones ETC)

Better PSU, better case, better SSD, better GPU. Get the non tempered glass version of the P400(S) if you want to save a little money. Get the 4GB version of the RX 580 if you want to save $30. Stock cooler with R5 1600 is comparable to a 212 EVO, so it will do fine.

Budget- 1000 ( 200 for mouse and keyboard )
Aesthetics- Would prefer green
What games/programs will you be playing/using- Like battlegrounds Overwatch BF1 Etc..

R5>i5. Will perform pretty much identically in games for the most part, but the R5 1600 will out-perform the i5 in everything else. Plus the R5 1600 will have better 1% and 0.1% low FPS in many games, so less stuttering. Also, the R5 1600 has 12 threads, as opposed to 4 with the i5.

Why the Sapphire Radeon RX 580 8GB PULSE Video Card over the GTX 1060 ? Is it because it's a bit more expensive ?

It's a better choice at this point. The GTX 1060 will maybe pull slightly ahead in some titles, mostly NVidia favoured games but the 580 for the most part will perform better and even when it loses, it's not by much.

The only reason to get a GTX 1060 over an RX 580 at this point IMO is if the 1060 is much better priced, you pretty much only play NVidia favoured games, and/or are going to use a program that utilises CUDA pretty well.

And what about fans for the PC to keep it cool ? Would he not need them ?
