My computer buffers everything and anything when its not on charge but as soon as i plug the charger in i can stream whatever it was that was buffering in 1080p hd quality without the slightest of issues and it never buffers what so ever? anyone else ever had this problem?

No. What you are experiencing is windows power modes, think of it this way, when you provide constant power, you are getting a higher constant power usage. When you take it away it turns into power saving likely and some system processes slow down.

Change your power options to High Performance.

Go into Control Panel and type in "Power Options".
