First of all I would like 13 for helping me out with my build. I'm currently making a DIY desk/case sort of thing and it's looking great so far .
That's besides the point. I'm planning to make my little brother a gaming pc (budget and beginner). He is only coming up to 14 and will play games like MC, CS:GO, Trove, ESO etc. Most likely in the medium/high settings (high if possible) as to retain frames.
Here is what is NOT needed (have spares or already bought these things):
The RAM I have is Corsair Vengeance DDR3 12GB @1,600MHz
Please ensure that you pick a DDR3 MOBO (saves money and I can use my old RAM from my old build).
Note:
I would give him my old build but I currently use it for work and so I cannot do that. Also I do not want him to have something that cost me £1.4k to make (made it during the 980Ti era)

Re-using the DDR3 RAM won't save you any money. You'd be limited to Haswell, and an i3-4170 would be the best option but the Pentium G4560 is newer and will perform slightly better. Plus LGA1151 and DDR4 RAM makes future upgrades easier/cheaper.
i3-4170=£105, LGA1150 mobo=£40, 12GB DDR3=£0, Total=£145
G4560=£60, LGA1151 mobo=£40, 8GB DDR4=£45, Total=£145
If you want to save some money, you can get him a budget case instead;

The Eclipse P400 is a nice case and could easily last years but it's totally not necessary if you don't care about aesthetics.
RX 480 will max 1080p ez, you could get a cheaper GPU but you can fit the RX 480 in for around £500. If you do want to get a more budget GPU, get one of these;

If you get the cheaper case and/or GPU, you can add an HDD to the system;

Otherwise, you can add the HDD later if wanted/necessary. 240GB SSD is fine for now though.
