If I download someone's account to my xbox. And THEN buy call of duty on his account. Will he get it on his own xbox too? If I make his account the Home account.

Yes, 'make sure while logged into the other account you are purchasing on to make your Xbox that accounts home Xbox. That is how you game share my friend.

But wait, just to be sure, I downloaded on MY xbox, on that persons account. He will get it on his xbox too right? Without needing MY account on his xbox as home account?

Yes. If it you bought and set his account as your home he can still play. He will be able to play when logged into his account on his Xbox.
