Is there a way to download a game while your Xbox is off?

Mine downloads on its own when I turn it off.

yes, I believe it downloads when your Xbox is off but only if its in "Rest Mode' meaning if you swipe/press the power button on you it will enter a rest mode (the Xbox is still somewhat on). If you fulling turned off your Xbox by unplugging it then it wont download.

Yes. If you just click the Xbox button once it will still download, but if you hold it and it fully shuts off then it will not download.
