If I used a VM, installed a VPN on that VM then used Tor with the VPN is that overkill?
I'd like to browse around and see what it's like but I don't want to end up being followed or attacked, idc if the government was to see it haha just don't want malicious users attacking me down there

There's never such thing as overkill when it comes to the deep web. I would also say install linux on the VM

Tor alone is very well secured, but with everything there is always a way around it. Backdoors more specifically.
News all the time is reporting that the FBI, NSA and such have backdoors into it all. It may be true, might not.
I used to use proxychains and Tor, seemed pretty good with that setup.
