I have 2 xbox ones. 1 of them is at my dads house which has internet and the other is at my moms that doesnt have internet. The one thats at the house with internet is set to my home xbox so i cant play my downloaded games on the other one. Is there anyway to restore license like you can on ps4 to play your games offline without it being your home console?

Try setting the one without internet as the home xbox and that should do it. As long as it is offline then it shouldnt effect the other xbox with internet.
