My pc has been having some problems. This stuff has never happen before. Today it was running just fine, GTA 5 60fps+ at ultra settings, but i decided to go start a new game on skyrim and i noticed that there was horrible mouse stuttering and i lowered the settings to high instead of ultra and it was doing the same thing, so i figured it was just a bug in the game bc i have not played it ever since i got my new video card, so just to make sure i booted up gta 5 and i noticed there was horrible mouse stuttering and frame drops, so i restarted my computer, then tried both games again and it did the same thing, so i thought maybe i should turn my computer off for a bit so i did that, and about 15 mins later i turned it back on and tried skyrim and it was still doing the same thing. I even tried MW2 and it was bad stuttering, seemed like low fps too. SO i just finished the game and im still wondering what is causing this, i recently upgraded to the AMD Radeon R9 390x 8gb and i have been mostly happy with it besides games crashing and stuff but i got most of that fixed. If you no then problem or can help me fix let me no, thanks.

NOTE
- I no it is not overheating because I checked temps and they where all normal.

Does that even happen? My last video card was AMD and i had no problems with it besides not being able to run all games on high settings just because it was a lower end card and it has been running fine the past week or so this just started when i created a new game on skyrim.

Yes i do i have had the side off the case sense i got my new video card lol i just tried again, and it is still fps drops and bad mouse stuttering. it just started doing this about a hour ago.

When it stutters, what is the load on both the CPU and GPU cores?

i would say its the gpu overheating and or cpu if any of those are over heating it will cause issues like frame drop stuttering exstream load time try restarting(would most likely be better not sure) or make sure the fans on your gpu and cpu are moving

I can't explain the FPS drops, But the mouse stutter happened to me and I just brought a new mouse and it was ok. But see if these guys can help.
