So I'm building a gaming PC that would mainly run Arma, Dayz, GTA:IV/V. Would 8gb of RAM be enough of should or would 16 be beneficial. I also do a little bit of Photoshop and obviously I browse the web.

8GB RAM is fine. The only time you'd make use of more than 8GB RAM would be heavy editing/rendering work. Photoshop now and again will be fine with 8GB RAM.

8gbs of Ram and a decent Graphics Card and you should be fine. Im running 16gbs of Ram with a 770 gfx card and most things look reall really good. But on the other hand my friend has 8gbs of ram with a 760 and the the quality still looks pretty good. So its all up to how much money you reall want to spend.

8 GB of RAM is fine. Even the most demanding games usually don't use more than 4, so you'll be fine.

8GB will be great for you. It's the sweet spot. Any more would be kinda beneficial but it doesn't justify the extra mula you gotta pay.

16GB of RAM is overkill you won't need that at all for what you are doing.
