I'm really confused. You said that $425 was your budget. Now it's $450 but you've linked a PC that costs $575? Apart from the PC you linked being over your budget, it sucks anyway. Don't buy a sound card, no need. Don't buy an OS, you can get one for free. No need for an optical drive since almost everything can be downloaded now-a-days. Most people already have a monitor/tv, keyboard and mouse somewhere so usually there is no need to buy a monitor, mouse and/or keyboard. The 7 main parts to a PC taht you'll need are;
Processor
Graphics card
Power Supply Unit
Motherboard
Case
Hard drive
Memory(RAM)

An SSD could be added for faster boot/load times but only recommended if you have enough in your budget after everything else.

The build I linked you for $435 is the best you're going to get in that budget.
