I Suggest Building A Custom PC. PCs Are Much Better For Gaming In General And They Are Better Quality Than Laptops. You Can Build A Nice Computer For 700$. I Suggest Getting Help In The PC Building Forum If You Would Like To Build A Custom PC. Hope This Helped!

It's honestly really hard to find a "gaming" laptop for under $700. Even the low end gaming laptops will cost you about $1,000+. Almost any laptop under $700 is from HP or Dell. Which isn't bad but not optimized for gaming. I would just find the best HP or Dell laptop that's under $700. Not really much you can find with only $700 (For a laptop at least).

For minecraft you can probably settle for something with an i5, and a Simple Graphics Card. I know I hate to say this but Intel Graphics HD 4000 (or something like that) can get you easily 40-50 FPS on Minecraft. That can be somewhere around the $700 Range. It all depends on the Specs you want.

If you go buy a different but good graphics card that should help with FPS

If you are looking for a laptop, head over to Lenovo.com

I bought the Y510 and I love it. I use it for college as well as gaming.

Just noticed your budget. You could get a 14 inch bottom model for $719.99.
