Guide to Seriously Judgmental
(Complete all declassified missions on Insane)

Ok, first off I want you to know I was given permission to repost this here from the OP BlueDodger from the Epic forums. Original post source will be down below.

This is a very helpful guide to get Seriously Judgmental. Keep in mind he did this alone. Also AI spawning is different each time you go through. (I believe it may only be 2-4 different locust spawns) If you do not know where the declassified insignias are, watch all of the videos from the beginning.

In total there are 42 declassified mission for you to complete.
Each declassified mission is seperated into each character's testamony.

Baird's Testimony (Act 1):

1st Declassified Mission:
Kilo Squad claimed to encounter unkown Locust variant. Dark wretches replace normal wretches.
[ Register or Signin to view external links. ] Skip to 3:18 for the declassified mission.

Tip: Pretty easy, since it's just Lambent wretches, just make sure to use your grenades wisely since they help you get those 3 Onyx Stars

2nd Declassified Mission:
Lt. Baird claimed unauthorized Hammer of Dawn strikes took place in Old Town. Finish before Hammer of Dawn strike in 4:00 (minutes) - Failure will result in Death!
[ Register or Signin to view external links. ] Skip to 0:48 for declassified mission.

Tip: Make use of the Mortar when you first start the level. It will get you quick Gib points, and save you more time to complete the objective.

3rd Declassified Mission:
Kilo Squad utilized a prohibited Locust weapon and claimed it was effective. Use HammerBursts, Sawed-Off shotguns and OneShots only.
[ Register or Signin to view external links. ] Skip to 0:31 for declassified mission.

Tip: There's plenty of HB ammo since the Locust drop them. Don't worry about Gibs, or executions since there is enough kills (Especially the end with the Boomers) to get you to the 3 Onyx Stars.

4th Declassified Mission:
Kilo Squad alleged that Onyx Guard units had improperly set up defenses and that Nemacysts infiltrated the Museum. Nemacyst will join the ground attack.
[ Register or Signin to view external links. ] I suggest you watch the video part way through so you can set up your defenses. It is a long video (20 minutes).

Tip: Stay away from the center balcony! The Nemacyst will just kill you instantly. Stay back, and keep your turrets well stocked, but make sure the coast is clear first.

5th Declassified Mission:
Kilo Squad observed Locust equipped with new COG Mk 2 Lancer Assault Rifle. Lancer wielding Cyclops Drones in the area.
[ Register or Signin to view external links. ] Skip to 0:09 for declassified mission.

Tip: This is pretty clear-cut...as in stay away from the Chainsaws! Use the Sawed-off to kill the occasional Mauler, and you should get 3 Onyx Stars easily.

6th Declassified Mission:
Lt. Baird claimed Kilo Squad defended Nassar Embry's armor with no additional Onyx support. Stop Locust from destroying Nassar Embry's armor.
[ Register or Signin to view external links. ] Skip to 0:32 for declassified mission.

Tip: Don't stand near your Sentries as, they may shoot a Ticker before you can jump away. I found that having both the Gnasher Sentries together keeps the left side clear until they run out of ammo.

7th Declassified Mission:
Kilo Squad claimed to have found and destroyed Locust eggs of unkown origin. Serapede eggs left intact will hatch, spawning more serapedes to fight.
[ Register or Signin to view external links. ] Skip to 0:29 for declassified mission.

Tip: Make sure to get all the eggs, then when you're in the archives, keep moving and don't get caught between a Wretch and a Serapede

8th Declassified Mission:
Kilo Squad alleged that dust in Archives reduced it's combat efficacy. Heavy dust will reduce visibility.
[ Register or Signin to view external links. ] Skip to 0:20 for declassified mission.

Tip: Don't get into chainsaw duels with the Therons, because 2-3 of his buddies will be waiting to chop you up when your done. Choose Retro and mow them and the wretches down as they close in, and use the SoS against the Maulers. Don't bother with the Boomshield since you will need to move around quickly.

Sophia's Testimony (Act 2):

9th Declassified Mission:
Kilo Squad claimed to take Enfield Bridge, and defeat several Reavers, without additional support and despite lack of supplies. Reduced ammo, no longshots and additional Reavers to fight.
[ Register or Signin to view external links. ] Skip to 0:08 for declassified mission.

Tip: Go to the left side of the bridge to sneak up on the Locust at the Turret. Throw a frag in there and you should kill most, if not all of them. This will keep your ammo reserves high enough to take on the 2 Reavers that attack you right after. Let your AI buddies take out the drones, while you worry about the Reavers.

10th Declassified Mission:
Cadet Hendrick alleged that Academy's proximal defense system was activated during Locust attack. Finish before poison gas deploys 5:15(minutes) Failure will result in death!
[ Register or Signin to view external links. ] Skip to 0:15 for declassified mission.

Tip: Go straight until you hit either the One-shot or the Longshot. The One-shot is great for taking out the Grinder/Maulers, while the Longshot is great for the Therons/Drones and the Ragers afterwards. Don't worry about time, you should have a good minute to spare if you get bogged down in one part.

11th Declassified Mission:
Kilo Squad claimed that poorly maintained fire supression equipment resulted in its disorientation. Toxic fumes affect vision.
[ Register or Signin to view external links. ] Skip to 0:08 for declassified mission.

Tip: Pretty straight forward. Don't use the lever (To the right when you first enter the main room) even though it cooks all the Locust in the middle of the room, it doesn't count for stars, so if you're going for the 3 Onyx Star ratings, don't use it.

12th Declassified Mission:
Cadet Hendrick alleged that Kilo's support bot was attacked repeatedly by Nemacysts. Nemacysts attack beacon.
[ Register or Signin to view external links. ] Skip to 0:32 for declassified mission.

Tip: When inside, the Locust are easy to take care of. Make sure to get all the Nemacyst coming from the roof. When you go outside, take the Range Sentry on the right. It will help you with Nemacyst which are your real problem in this mission.

13th Declassified Mission:
Kilo Squad claimed to have successfully defended support bot using only pistols. Fight with pistols only.
[ Register or Signin to view external links. ] Skip to 0:08 for declassified mission.

Tip: If you have the Drones coming down, get a meatshield. It will help alot staying in the fight. If you have Wretches dropping down. Just make sure to not get boxed in by 3 or more wretches.

14th Declassified Mission:
Kilo Squad claimed it fought off unusual, tougher Locust at Raven crash site. Serapedes and Corpsers added to the attack.
[ Register or Signin to view external links. ] Skip to 0:54 for declassified mission.

Tip: Don't use the Trip-Wire crossbow until the second wave of attackers. And use it behind your first barriers, since you don't want to waste them on tickers. Other than that, just make sure to keep an eye on both sides, and hope a stray Boomshot, or Ticker get you.

Paduks's Testimony (Act 3):

15th Declassified Mission:
Pvt. Paduk claimed Kilo Squad subdued armored enemies using only shotguns. Use Gnashers and Sawed-Off shotguns only.
[ Register or Signin to view external links. ] Skip to 0:25 for the declassified mission.

Tip: Use the SoS, only for the Bloodmounts and Maulers. Also, watch out for the exploding cars.

16th Declassified Mission:
Kilo Squad reported unlikely tactical use of smoke grenades by Locust forces. Locust use smoke grenades to reduce visibility.
[ Register or Signin to view external links. ] Skip to 0:11 for the declassified mission.

Tip: Grinders can see through smoke. So keep to cover even if it looks clear. Using the Tac-com makes you see a little better, so use it. To go outside, go down the ramp on the left to get an Onyx ammo crate to refill any ammo, and to get a flanking position as well as a Torque bow by the fountain.

17th Declassified Mission:
Kilo Squad reported unlikely tactical use of smoke grenades by Locust forces. Locust use smoke grenades to reduce visibility.
[ Register or Signin to view external links. ] Skip to 0:11 for the declassified mission.

Tip: Don't worry about getting 3 stars, you should have enough if you get an occasional chainsaw, or gib in there. Use a frag to close to E-hole right away, since you may have a rough time with the Maulers or Ragers. There are an extra two grenades on the left side of the 1st courtyard you're in, so pick up those for either the Maulers or the Ragers.

18th Declassified Mission:
Kilo Squad's testimony on enemy behavior contradicts COG estimates concerning the Locust ability to flank, think strategically. Extra Locust will attack from behind.
[ Register or Signin to view external links. ] Skip to 0:22 for the declassified mission.

Tip: Dodge the mortars, and keep a Gnasher or SoS for the Bloodmounts. When you take out the 2nd mortar guy on the construction rig, go for the mortar to your left on the little perch to take out the Bloodmount reinforcements

19th Declassified Mission:
Kilo Squad claimed to witness sophisticated defense tactics, despite COG intel to the contrary. Locust use Oneshots to protect Mortors.
[ Register or Signin to view external links. ] Skip to 0:23 for the declassified mission.

Tip: Pick up the Longshot on the left and use it to take out the One-shots and Mortar Locust. If you run out of ammo before you kill all of those Locust on the balcony, there is a Markza under the archway where you are. Also use the shotgun sentry to help avoid any unpleasant surpises.

20th Declassified Mission:
Kilo Squad alleged that COG hardware was beng used by residents of Seahorse Hills area for personal defense. Sentry guns and laser fences guarding the area.
[ Register or Signin to view external links. ] Skip to 0:36 for the declassified mission.

Tip: Don't get cocky with the sentries. They will kill you almost instantly. Also, use the mortar after you kill the grub to kill the reinforcements and the Reaver.

21st Declassified Mission:
Kilo Squad claimed to have overcome powerful Locust siege using only scavenged flame weapons. Locust use One-Shots.
[ Register or Signin to view external links. ] Skip to 0:10 for the declassified mission.

Tip: Make use of the Trip-wire crossbow during the 2nd wave if you feel comfortable with the 1st wave. You can either put the shotgun sentry in the hallway leading to the bot, or have it outside watching one of the stairs. When the two berserkers come, pick up as much scorcher ammo from the Flame boomers as you can. You're gonna need alot of fire. When (not if, when) you run out of scorcher ammo, there will be an Onyx ammo box on the left balcony that should replenish your scorcher to full ammo. Don't pick it up until you've completely run out of ammo.

Cole's Testimony (Act 4):

22nd Declassified Mission:
Pvt. Cole claimed to have witnessed advanced Locust tactics that run counter to established COG intel. Frag grenaded planted around the beach landing with reduced acces to the Locust defenses.
[ Register or Signin to view external links. ] Skip to 0:43 for the declassified mission.

Tip: I found going to the right was the best, since it was the closest, had a Breechshot, and had some great cover. Still watch for those mortars, and I think all grenades are fixed, so look where they are in the video.

23rd Declassified Mission:
Kilo Squad alleged they were fired upon by off-shore COG artillery. Finish before artillery strike hits in 4:45 (minutes) Failure will result in death!
[ Register or Signin to view external links. ] Skip to 0:30 for the declassified mission.

Tip: Get in the Silverback and get as many gibs as you can. If you are going for the 3 star rating and have the Breechshot still with you from the previous mission, get some headshots as they are worth more than gibs I believe.

24th Declassified Mission:
Kilo Squad made use of Locust shields, disobeying direct orders to avoid enemy equipment. Use Boomshields and Lancers only.
[ Register or Signin to view external links. ] Skip to 0:26 for the declassified mission.

Tip: Watch out for Maulers, Tickers, and Wretches. Do an occasion Boomshield execution just to be safe for the 3 star rating.

25th Declassified Mission:
Kilo Squad admitted to using Theron Guard weaponry, despite explicit battlefield orders not to. Use Torque Bows and Breechshots only.
[ Register or Signin to view external links. ] Skip to 0:55 for the declassified mission.

Tip: When you enter the battleground, go for the left side, and get to the long cover. Got to get those headshots with the Breechshot. If you don't get enough, you won't have enough for the 3 Onyx star rating. When you're in the elevator only go for the Locust going for that center turret unless you need those extra kills for the 3 star rating. Bob and weave, like the Cole Train baby!

26th Declassified Mission:
Pvt. Cole claimed that adverse weather conditions affected Kilo Squad's combat efficiency. Strong wind affects movement.
[ Register or Signin to view external links. ] Skip to 0:23 for the declassified mission.

Tip: If you have Cleaver Therons, then give-em the chainsaw since they don't come in packs it seems, but still be careful. With anything else, you should still have your breechshot, and you can pick up a Longshot. Stay inside and out of the wind until you killed everyone, just to be safe.

27th Declassified Mission:
Pvt. Cole claimed Kilo Squad fought in darkness while alleged chemical spill adversely affected the squad's ability to recuperate from injury. Slower health regeneration resulting in death, and lights are out.
[ Register or Signin to view external links. ] Skip to 2:58 for the declassified mission.

Tip: If you're still holding on to that Breechshot, keep it. That weapon is amazing on Insane. For the Grinders, there is a Boomshot on the left in the first room you fight Locust.

28th Declassified Mission:
Private Cole claimed to have defended Onyx Point beach against OneShot wielding Locust. Locust use Oneshots.
[ Register or Signin to view external links. ] Skip to 0:36 for the declassified mission.

Tip: You will see me with the Longshot/Breecshot. That was a bad idea. You will need Longshot/Lancer as your best loadout for this mission. Let your Shotgun sentries defend the left entrance to your back keep, while your AI buddies stay in the middle. Don't use the Trip-wire crossbow until the final wave (3rd wave). The 3rd wave comes from the right, behind some rocks. Use the Turret I use to soften them up, but be careful since a Grinder or Sniper can easily take you out. After they start hitting you in the turret, go back to your keep, and take out as many Locust as you can with the Longshot. It's also nice to keep a frag planted on the left entrance to your keep so you know if a Locust is there.

Baird's 2nd Testimony (Act 5):

29th Declassified Mission:
Kilo Squad claimed to overcome a number of coordinated Locust defensive positions. Extra Locust resistance in the area.
[ Register or Signin to view external links. ] Skip to 0:14 for the declassified mission.

Tip: Grab the Markza, so you can headshot the Locust from afar. Once you're out of ammo for the Markza, trade it for either the Boomshot or SoS (whichever you get) those will help alot when you fight against the tougher Locust (Grinders, Maulers, maybe even Ragers). Take your time through the 2nd part, since you will go against One-shots, and Mortars as well as tougher Locust.

30th Declassified Mission:
Kilo Squad claimed to have encountered more powerful Locust in Parade Grounds area. More powerful Locust resistance.
[ Register or Signin to view external links. ] Skip to 0:26 for the declassified mission.

Tip: The same as the 7th DM. Watch out for flanking wretches and Serapedes. And make sure to shoot the eggs on the right side of the door. You'll see me accidentally go into the 31st DM, but this mission felt too short, so added in the ambush in this episode.

31st Declassified Mission:
Kilo Squad claimed to have fought additional units of exceptional ferocity. Heavy Locust and Rager offensive.
[ Register or Signin to view external links. ] Skip to 1:42 for the declassified mission.

Tip: After you take out the ambush, head over to the right and find the SoS behind a dumpster. This will be invaluable against the Ragers. When you head up to the destroyed building, go to the right again and you'll find a Booshka along with an Onyx ammo box. The Booshka will be for closing the E-holes early, cutting off additional reinforcements that I'm sure you'll appreciate not coming. It can also be used to take down a tight group of Ragers that make it through to the bot. Just make sure to keep your distance.

32nd Declassified Mission:
Lt. Baird claimed to have led Kilo Squad to victory despite lacking adequate supplies and weapons. Use Boltok and Longshots only.
[ Register or Signin to view external links. ] Skip to 0:53 for the declassified mission.

Tip: Mostly use the boltok, since the Longshot doesn't replenish with the red ammo boxes the drones drop. Use the Longshot for the drones from far away. Take your time, and you'll get through this easily.

33rd Declassified Mission:
Kilo Squad claimed to have crossed downtown rooftops carrying virtually no ammunition. Start with no ammunition for Boltoks and Longshots.
[ Register or Signin to view external links. ] Skip to 0:28 for the declassified mission.

Tip: The cleaver works great for that first Locust so you can get some boltok ammo, after that there is two snub pistols. The snub pistols have way more ammo, so I think it's better to drop the boltok for the snub, then take the middle perch so you can take care of the reinforcements with the mortar, but watch your back, some Locust can sneak through and attack you from behind.

34th Declassified Mission:
Kilo Squad claimed to have seen and avoidedd Reaver forces using tactics internal COG intel does not support. Finish before Reaver barrage in 3:00(minutes) Failure will result in death!
[ Register or Signin to view external links. ] Skip to 0:37 for the declassified mission.

Tip: The Booshka on the right ledge works great to take out those Kantus and Drones, which gives you more time and more gib points to get the 3 Onyx Stars.

35th Declassified Mission:
Lt. Baird claimed tha Kilo Squad was able to overcome severe operational disadvantages in aftermath of Museum destruction. Greatly reduced visibility.
[ Register or Signin to view external links. ] I suggest watching from the beggining of the video, to watch were he places his turrets.

Tip: By far the hardest. I've edited this video since it would be around 50 minutes long, if I didn't. Keep your sentries alive, and filled with ammo as much as possible. There is a SoS (sometimes it's frags) at the lower back corner which will save you from the dozens of Bloodmounts that will attack you. If you run out, inside the building are Retros and Gnashers, an Onyx ammo box, and an infinite ammo supply. If you can take out the Bloodmounts from afar with your Retro as they fight your AI buddies and sentries, do it. There will be atleast 5-6 of them that come after you, so use your SoS only in emergencies. When the 2 Reavers come in. Stay at the back like I did, and just pepper them until they die, while watching for any stragglers. If I have to say it in just 1 mission, this will be it: Good Luck...you're gonna need it.

Present (Act 6):

36th Declassified Mission:
Col. Loomis's report contradicted eyewitness accounts of Kilo Squad having employed Locust melee weapons. Use Cleavers only.
[ Register or Signin to view external links. ] Skip to 2:10 for the declassified mission.

Tip: Immediately head for the overlook to your left to get a better angle on the Reaver. Try and stick it with a frag if you can. Watch out for Cleaver Therons if you have them. Clear out the room, then do the declassified mission. If you have wretches, just swing away. If you have snipers then you can rush the first two. For the Grinders, wait until your AI buddies engage them so they stop firing, then go for the kill. Go from cover to cover and stay behind your allies.

37th Declassified Mission:
Col. Loomis's report made no mention of Locust smoke-grenaded traps. Locust smoke-grenade traps reduce visibility.
[ Register or Signin to view external links. ] Skip to 0:10 for the declassified mission.

Tip: I skipped over the Shrieker part before the Declassified mission, but there is a boomshot just before you start the DM. Pick it up, take out the Butcher/Mauler and head into the smoke room, and go right. There is an Onyx ammo box on the platform on the right balcony area, so you can use the Boomshot up early and refill it. Or, you can head straight to the right after you enter the smoke room and get the Torque bow, either weapon works great.

38th Declassified Mission:
Col. Loomis's report made no mention of Kilo Squad's reduced recuperative abilities. Health doesn't regenerate.
[ Register or Signin to view external links. ] Skip to 0:28 for the declassified mission.

Tip: Use your Gnasher or your chainsaw with the group of wretches and cleaver therons. Make sure to pick up the stim grenades in the first room. Don't worry about using your stims since there is another 2 stims during the climb down the stairs, and 2 past the door at the bottom. When you reach the bottom pick up the SoS. It will come in handy against the Bloodmounts and/or Maulers that come later. When you go into the next area, take out the wretches and head to the left where you find a Longshot, swap it for the SoS for now so you can take out the Torque Bow Therons from far away. When the Bloodmounts/Maulers start coming, just quickly switch back to the SoS.

39th Declassified Mission:
Col. Loomis's report contained nothing about Kilo Squad's impaired vision due to exertion and injuries. Taking damage impairs sight.
[ Register or Signin to view external links. ] Skip to 0:10 for the declassified mission.

Tip: In the first room, don't pick up the Longshot, you'll need it later. Quickly pick up one of the Trip-wire crossbows and use it on the door across from you. Use the ranged sentry for the stairs, and pick up the extra frags hiding behind the pillar at the top of the stairs. Once you clear out the enemies and the E-hole clears the way to the next area, pick up the Longshot and kick the door down. When you kick it down, head back and stay behind the sandbags and take out as many Locust as you can, especially the Torque bow Therons.

40th Declassified Mission:
Col. Loomis's report stressed that no Locust weapons were employed by COG forces. Use Boomshields and Sawed-Offs only.
[ Register or Signin to view external links. ] Skip to 0:29 for the declassified mission.

Tip: Better safe than sorry. Take your time with the enemies, and wait until they come to you instead of you rushing in. You shouldn't run out of ammo, but if you do, there are two ammo crates by the door you just went through.

41st Declassified Mission:
Col. Loomis's report stated that all COG ammuninion was stored safely and securely. Finish before ammo dump explodes in 6:00(minutes) Failure will result in death!
[ Register or Signin to view external links. ] Skip to 0:16 for the declassified mission.

Tip: Grab the Lancer, Boomshot, and frags, and an ammo box to make sure you're fully stocked. Have the Boomshot in hand, activate the declassified mission, then jump over the cover run around the corner and shoot at the E-hole. If done correctly, you should kill all the enemies. If you want, you can go back and grab the Trip-wire crossbow to use in the next area after Loomis appears. If you get Ragers or TB Therons, then there is a Longshot by the circular cover on the left. And for the Grinder/Maulers, you still have 3 shots with the Boomshot left. Once you clear out the first wave of Locust head to the right, and there should be two extra frags. Don't worry about the clock, you saved almost a minute by destroying the first E-hole earlier, so take your time.

Karn Battle:

42nd Declassified Mission:
Col. Loomis's report denied arrival of additional elite forces during battle with supposed Locust tactician known as Karn.
[ Register or Signin to view external links. ]

1st Stage Tip (Grenade Launcher): Always keep a cover between you and Karn, at all times. Stay as far away as possible. When he first uses his grenade launcher, switch out your non-Lancer weapon for the Longshot on the wall behind you to the right. This is the safest time since you have about 4-5 seconds before he fires his first grenade. When the first wave of minions shows up, use the Longshot to kill the TB Therons.

2nd Stage Tip (Charging): When Karn comes back down and charges you, you should be on the opposite side of the memorial. If, from your perspective, you are on the left side (Like I was in the video) always run to the right. Or if you are on the right side of the memorial, always run left. (That only means when you first dodge the charge, every time after, always go the same direction)

3rd Stage Tip (Imulsion Launcher): During the 2nd stage charging and the Imulsion launcher sequences of the fight you never want to go back the way came, always go one way in a circle, since if you go back, you will most likely run into the enemies. (Like I did during the 3rd sequence). Time your runs to get more ammo, and frags. Don't worry about enraging the Ragers if they are far away, since your allies will most likely be there as well. If you enrage them, you won't have to worry about a random Breechshot that will basically 4-point you. When you get the Shibboleth down, take out any Ragers left, just incase. Then it's just a matter of time before it dies, and you win.

Congrats, you just got the Seriously Judgmental achievement, and hopefully the Superstar achievement as well

Thanks. Kind of irritating that this keeps getting buried under all the trading and modding posts.

Really easy and much quicker guide to completing the game on insane and getting all declassified missions done with all onyx stars.

You can do this with 1 or more friend/s

Host to be on insane and activate the declassified mission.

Friend/s to be on Casual, get your friend to just run through the game doing it for you. But here's the trick, at the end of most missions there will be a pulsing door that ask's you to press up on the D-PAD to continue. Get your friend/s to leave before you click it and it will trick the game into thinking you are doing insane solo... Done it for my self and 2 friends. Around an hour each ACT each...
