When I signed into Xbox Live via my Xbox a message came up saying "My account has been suspended do to payment options" I had a 12 month card for Christmas if I redeem that code will my account be activated again with 12 month gold ?

Your account will not be released from the billing suspension, until you clear that up. Applying a prepaid will not be possible until you catch up what ever the billing issue is.
