First you are going to need a shovel. You can find one at spawn or at one of the tunnels. Now, all you need to do to get the parts of the blue staff is to dig at the piles of bones on the ground. When you go over them they will say press x to dig. Do so and then if you are lucky you will get a part to the staff. No just do that until you get all the parts. You will also need the blue disk, which can be located near generator two in the building by the box on the shelve. Once you have all the parts and the disk you will need to go get the gramophone. It is down below the pack a punch on a desk. Grab it and then head over to the church. Go behind the church and go into the little tunnel. Set the gramophone down and a teleporter will start to form. When it forms go through and you will be put into a room with the crystals. Go and grab the blue crystal and then go back to where you teleported from and press the button again. A teleporter will be built again to bring you back. Now that you have all that, just go under the pack a punch again and you keep going down until you reach the wall where you can build staffs. Build the blue staff and grab it! You got the staff, congrats.
