The fastest method to get this is to buy a Moxxtail from Moxxi that gives you health regeneration, then wait outside in an area with no atmosphere without an Oz Kit equipped. Whilst suffocating, make sure you don't pick up any Oxygen Canisters or stand in any Oxygen Geysers else you'll have to start over. I waited until I noticed a few health things on the ground and waited until my health got really low to pick them up. Also, Wilhelm's ability will heal you as well making this extremely easy.
