Story related. You will get this after beating the third boss, which is located in the Top Planet.

The new move in this fight is that he puts up a blue shield, making him invulnerable to damage, however, you can hit him with bullets to push him back if he gets close, or you can use your new power to teleport in the background to move away. Don't stay in the background for too long or he will fire an endless stream of ceiling projectiles until you teleport back. Once you have beaten him, collect the power-up for the trophy.
