This achievement is stackable... I recommend using Field Agent to pick up all the cell phones and other perks... And then i also recommend just going straight for 007 difficulty... If you screw up, you can change the difficulty and come back to that chapter at any time by selecting "chapter select"
if you finish the game on 007, it will unlock this, and the two below it...
