Make sure the ammo is not blocking your ability to pick up everything. Shoot your bullets every now and then to clear up space.
There are several hideouts that definitely count but since it's not really known what exactly a "Stash" is, your best bet is to pick up everything throughout Dead City. You will come across a lot of dead bodies, random spread out loot, crates, boxes and some safes.
