I was able to first obtain this in The Cauldron.

From inside a dungeon you can view your world map and select a town to fast travel to, it saves your last waypoint in the dungeon and allows you travel back to it.

I went back to Vulgrim to sell off a bunch of the scrap loot I'd collected and came right back to my fresh waypoint.
