If I was to set my account to to another xbox as its home xbox and I went back to my xbox would I still be able to download games as normal then would the other xbox be able to download the game?

You can still use play the games as long as the license is on your account for them as for the if he . Xbox it will be able to play them games no matter the account its on I have my friends as my home he has mine as his so anything he downloads I get same for him
