If i buy black ops 3 from the xbox marketplace (U.S) then i switch my timezone and region to New Zealand and then download it from there, would i be able to play it early.

No you will have to buy it off the new zealand dashboard and pay in there currency.

From my understanding you don't need to buy it from the NZ store, last year I bought from UK store and switched to US time zone to play it earlier and worked 100% this time round I downloaded from Uk and switched to NZ so should be able to play at 10am tomorrow UK time
