So I am stuck between the R9 280 (non x) with 3GB or the 960 with 2GB. I want to hear what you guys have to say about each one and which one you would go with. Thanks

Okay, So we have two very similar graphics cards. Both of them are the same price. There are a few things that you need to look at. GPU Boss is an awesome site that will compare any graphics card you want.

Both cards have good attributes to them. Personally, I would go with the 280. It has an extra GB of memory that you can use. Crank up GTA to ultra settings haha

Don't get either of them, get this instead

yes it's a little bit more but out performs either of them and has a gig extra VRAM which is beneficial with newer games taking up more and more VRAM.

If you can afford it, the EVGA 960 ACX is a 4gb card.

Factory OC'd as well, decent thermals underload.

Plus a backplate!

If you're into OCing you can push this card more than just Factory OC too.

280x/380>285>280>960. The 960 is the worst of the bunch for performance. 380 is the best choice because it has full DX12 support and is basically a 285 rebrand with a 4GB model. 280 performs on par with the 960 for a lower cost. A 4GB 960 will cost about the same as a 4GB 380 anyway.
