This is for my friend, who has a really shitty laptop that can barely play anything. This is all the money they have at the moment really.
They wish to play The Forest, at a stable framerate, so I don't think that settings would matter.
Monitor also shouldn't matter by size, as long as it works.
I know its a really tight budget to make a PC on, but they want to play more than just a few games of their steam library.

I'd suggest editing DCFC's suggestion slightly by getting this PSU;

The money saved will allow you to get a 1TB HDD instead of 500GB HDD, which is worth it, especially with game installs becoming larger and larger. GTA V install is going to be around 65GB alone apparently.
