Quick question, do you need to be friends with the guy for 30 days to license transfer?

That is false, All you have to do is get his account info and then if he has not license transfured in the last 4 months then you should be fine.

Heres a quick run down
360: no - you licence transfer and download all DLC you want/need and you keep it for aslong as its on your HDD even if you remove the gamertag it was downloaded from it will still work...
ONE: not fully sure but id say no as i did it with my gfs dad and hes not on my friends list - you press make my home xbox on your console and download the DLC you want/need... it should still work if you delete account from console not too sure never tried though...
but bare in mind that on the xbox one you can only give it one other person in total not like 360 where once you have it its yours to keep
If the other person presses make my home xbox elsewhere it will remove it from your console and the DLC wont work till its set back on your console
