can two people go on one person account and license transfer one thing ?

Well, no.
License transfer is weird. It allows your CONSOLE to get anything off another account. Only one console can do it for every 4 months or so.
So if you wanted to get something and your friend wanted to get something, if you were on the same console it's fine. But if he's on his xbox and you're on yours, you're unable to license transfer.
To summarize, you can only transfer to one console per account. You will have to wait a few months for your friend to license transfer the same content.
If it doesn't make sense, please tell me

^There is no 4 month wait you're thinking of the Xbox 360.
Now basically license transfer is in someway similar to the X360 albeit a couple minor changes.
Once you make that persons account your home Xbox no one else can do that otherwise you lose all downloads from that account. There is no waiting period between transfers. If your friend buys a game it will start downloading right away on your Xbox.
