So I've had this problem since the XBOX 360 version of the game. I'm level 85 and I don't seem to be getting any of the features that come along with it. For example all of the things I should have unlocked with Lester are locked even though I've passed the required level. Also, missions like Rooftop Rumble I should have unlocked by now but do not appear in my missions when I go to host them. I will insert images and a video below.

Struggling to understand why a lot of the unlockables haven't been unlocked yet even though I'm way past the required level. Here's the video.
