im going to build a 600 usd gaming pc for my birthday

This is a much better build and why a 320gb hdd? 1tb for the same price and he could add an ssd later and use the money for a better gpu

I'm willing to bet it was a mistake. Also, your suggestion isn't really "better" per se, you've just got rid of the SSD and replaced the PSU with a poorer quality one to allow for a stronger GPU, even though there's no need to pay $200+ for a 280.

OP-You could get this;

BIOS will need updated but worth it to save $30 or so. 128GB SSD with R9 280, and a decent modular PSU. Overclock the G3258 to take full advantage of it.

Or, you could replace the SSD with a slightly stronger GPU;

So, no SSD but a GTX 770 instead of the R9 280.

Lastly, here;

R9 280, no SSD, but you get an i5. If you're not going to overclock CPU, this is probably your wisest choice, and you can add an SSD later. The R9 280 can handle a single 1080p monitor at 60FPS with no trouble anyway, and you can overclock it if you want more performance.

How is the psu I selected worst? They are both 80+ bronze and his is not modular mine is semi and his is 550 watts mine is 500.

Just because a PSU is rated 80+ bronze, doesn't mean it's good. The XFX unit is more efficient and a superior PSU than the Corsair unit, which explains the price difference obviously. Typically, the more you pay, the higher quality PSU you're going to get.
