These save files will only be for offline games (ex: Skyrim, Fallout 3, etc...). Will I get banned for downloading these save files even if they contain mods?

They say there is always a risk of getting caught when you mod, but I really really doubt you will ever get caught for something like that i can't thing of any way they can catch you.
