Cex = Retail that you buy in store
Dex = Debug - Developers Console that costs thousands of dollars

cex means that the console is a regular console
dex means that the console is made essentially for a developer
you can turn your ps3 from cex to dex easily but the method is little long

Yes you would need CFW, if you're looking to buy one I would suggest buying from a legit seller on this site or sellers on ebay.

If I was you, I would buy CEX as your an inexperienced user. Dex, is for advanced users.

It's not really much harder, as I still use CCAPI unless its a DEX only tool.

CEX

CEX is a retail that you buy in store. It is acceptable for CCAPI which means you can RTM/RTE easily by connecting PS3 IP Address. But not many tools can, just a few things and is much easy to set up and mainly for people who are inexperience like you. Yes it needs to be on CFW as jailbroken PS3 is needed if you want to go on CEX. There's a few differernt CFW like Rogero, Habib, etc. CEX is less risk of getting banned.

DEX

DEX is a Debug of Debug EBOOT.BIN in Homebrew File Managers such as multiMAN, Comgenie's Awesome File Manager or FileZilla with blackb0x FTP v1.2. It is a Developer console and it cost a lot of money. DEX is mainly for people who have a lot of experience in modding and you can convert it from CEX to DEX but is a long process and it may take a while for you to understand as well. It is a little confusing to set up for RTM/RTE as well as you need a Debug EBOOT.BIN File in Homebrew of games that you want to mod and you need Target Manager to connect it in Wired Connection then once is connected, change back to Wireless Connection IF you can't sign in. But also your WIFI connection needs to be bridged of WIFI and Ethernet Cable connection. You will also need Debugger and that's a program when you run the game with a Debug EBOOT.BIN File and it recognise it. DEX have a higher chance of getting banned.

I hope this helps you out a lot so you could understand what's the difference and how it works.

I use DEX and I rtm with wifi not using ccapi still using tmapi
