Two options:

Get a save modded how you want using console commands, or take the time to level up normally.

If you pick the latter, then here is the fastest way I know: Have the Mage guardian stone, buy every enchanted clothing item you find, without doubling up, unenchant them all then buy a large number of unenchanted items and weak soul gems, enchant until your at 100.

As for obtaining soul gems, just go to the shops. They sell them, then just get the soul trap spell and hunt monsters.

Also Soul Gems can be mined in various locations in Blackreach. The ore vein will be called gemstone and mining it can yield anything for common gems to black gems. The "ore" vein will look like an ebony ore vein with glowing trails running through it.

Best option for getting soul gems is to get Azura's Star, then you can use it to claim one soul, enchant and repeat as it never disappears. It might be slow, but it works well.
