For this, you will need;

- Black Ops 2
- Call of Duty:ELITE
- A YouTube account linked to ELITE
- 1.5 MB Upload speed
- HDTV

First of all, you will only be able to livestream in the 'League Play' game modes.

1- Go to League Play
2- Click on 'Live Stream'
3- Switch 'Live Stream' to 'ON'
4- Look and take a note of the link
5- Share that link to your friends until you have 10 viewers.
6- Do not leave or turn 'Live Stream' off.
7- Share the link to all friends
8- Once you have 10 viewers the Live Stream will start
9- (OPTIONAL) - With the new face cam feature, connect your Kinect or Xbox Live Vision Cam to your xbox, and then switch 'Face cam' to ON.
Now, happy live streaming!

I have also been notified that sometimes this won't work for you, you need to make sure that you have the right upload speed 1.5 or above, and you have a HD Ready TV

Sometimes this may not work, as I doubt that the feature is 100% working, through time it will become better to use.

EDIT - In the recent update, the livestream feature now allows you to use a KINECT to face cam whilst Livestreaming. So you can actually make it a really cool livestream.
