FalloutFangirl wrote So on the 14th i order the GTX1060 from?
What would be the major difference between 970 and 1060?

Nah, on the 14th we should see some aftermarket 480s hitting shelves. We should also get some more information on pricing, performance, and the release date of the GTX 1060. The 480 is already a better option than the GTX 970, so forget about the 970. If we get more information on the GTX 1060 and it doesn't seem worth the wait, it's no loss to you since you can just grab an aftermarket RX 480 then anyway. If you want to go ahead and buy the system I suggested and then come back in a week or so and we can help you with more up to date information on GPUs.

also i read everywhere online turning God Rays and Super Shadows off cuts out 40% performance need. How much cheaper you think it'll be aftermarket? Becuase at earliest after shipping it'd be two weeks and aha that's a long time. say 20$ or 40$ cheaper i'll just buy it now. also this build would be ok with some mods running aswell?

Aftermarket 480s won't be any cheaper. They're probably be a similar price, maybe a little more expensive for the higher end coolers. Reference 480s suck though, they're having power issues and they'll cool terribly while sounding like a jet engine, which is why you should be waiting for aftermarket, and the 1060 might be a far better option so you should at least wait until we have some more information on that. As I said though, you can play with the i5 iGPU, you'll just have to turn the resolution and settings down a bit. GTX 1060 or RX 480 will be able to max Fallout 4 at 1080p though.

keep an eye on newegg, microcenter and amazon. They will most likely sell out fast by scalpers.

I wouldn't recommend an RX 480. Sure it's cheap and gives GTX 970 performance but for a little extra you can get a GTX 1060 or 1070 which are miles ahead of the RX 480.
