I am new to computer parts, but plan on upgrading my PC, and am trying to find a cheap graphics card that is decent enough to run games, thanks

My recommendation would be that if you can't afford a decent graphics card to start with, buy your PC and just get a good card when you can afford it.

Depends on your current pc specs, and PSU.

Get a GTX 750 ti, those will still do great till next year. If you want a better one then you should go with a r9 290x, I don't know all your specs so I really can't help you.
